A lot of what makes Fort Frederick seem so barren on the inside is that all you have are...bare walls. On the outside of a starfort, you expect to see bare, clean walls, angles and points. In fact, when you see something other than these basics, you (at least I) get offended (see Fort Orange in Brazil for an example of my outrage). On the inside, however, one expects to at least see a means by which, y'know, cannon might be fired from within? There is no evidence at Fort Frederick today that those inside the fort could do anything more deadly to advancing hordes than lob rocks over the wall at them.
