See that row of openings along the top of the wall, just under the sexy ornamental masonry at the parapet? Those openings served no purpose, other than to convince potential attackers that there was a third tier of guns just waiting to pulverize them from the fort's walls. Was that effort really necessary? Were there lots of naval captains of European nations who would have received orders to attack any fort with only two tiers of guns, but run screaming from any fort with three tiers of guns? "Uuuh Captain, what kind of guns could possibly be behind such oddly-placed gunports? Are the gun crews lying down next to them?"
