Pintles for guns that never were. I count upwards of 120 gun pintles along Fort Warren's terreplein and outer battery from satellite imagery, and there were likely plenty more covered up by the Endicott Era batteries built along the fort's eastern wall. One imagines the US Army going to congress upon the completion of the fort in 1858, asking for the 200 or so vastly expensive guns originally envisioned as Fort Warren's armament, which were already technologically inferior to any guns an attacking navy might utilize. Dudes needed to either build starforts faster, or develop artillery slower.
